Structure of the workshop

The workshop will be structured as a series of discussions around the following five questions:

1. What are the challenges in evaluating policy interventions and community initiatives?

2. How does one develop a theory of a community initative? Of a policy intervention?

3. What kinds of questions does an evaluation answer? How does one develop a learning framework for evaluation?

4. How do know if your intervention is working? How do you update your theory of the intervention?

5. What gets “spread” at the end of the evaluation? How does an evaluation help you scale up
