Assumptions and Risks

ASSUMPTION - Enhanced research capacity and capacity to use evidence leads to recognition that research and capacity building are salient to addressing local problems. 

RISK - Capacity developed is not sufficient or appropriately targeted to trigger a shift in thinking among participants.

RISK - Traditional approaches and perspectives on the use of research are too firmly embedded, or external factors prevent a shift in thinking.
