{"id":201,"date":"2017-03-01T20:14:36","date_gmt":"2017-03-01T20:14:36","guid":{"rendered":"http:\/\/torontoevaluation.ca\/centre\/?page_id=201"},"modified":"2017-03-01T21:25:44","modified_gmt":"2017-03-01T21:25:44","slug":"simplification-10","status":"publish","type":"page","link":"https:\/\/torontoevaluation.ca\/centre\/?page_id=201","title":{"rendered":"Simplification-10"},"content":{"rendered":"<h1><strong>What is an explicit learning strategy to periodically update the theory of change?<\/strong><\/h1>\n<p>An evaluation in itself is unlikely to lead to real learning and improvements in implementation without an explicit learning strategy.\u00a0 Plan for how the complex initiative can take proactive steps to learn from the information that is gathered, and improve the performance over time.\u00a0\u00a0\u00a0 A learning framework can identify the types of learning that are relevant to the initiative.\u00a0 As example, some types of learning that are relevant for evaluations of community initiatives include:<\/p>\n<ul>\n<li>Organizational learning: what organizational structures are needed to support the coordination of programs and policies to support the initiative, and what are the \u201cactive ingredients\u201d of the complex initiative?<\/li>\n<li>Process learning: What were the challenges of moving from the strategic plan to implementation, and from implementation to sustainability?\u00a0 What is the \u201ccollaborative advantage\u201d, if any, and does this change over time?<\/li>\n<li>Risk landscape of individuals: How was the intervention used to learn about the multi-level risk and protective factors associated with individual outcomes?\u00a0 Is there evidence that such risks are \u201cmalleable\u201d and are impacted by a coordinated partnership approach? Are there demonstrable impacts with individual outcomes?<\/li>\n<li>Update the theory of change based on learning.\u00a0 Share what you have learned both within your team and others.\u00a0 Learning can occur through the consideration and reflection on the evidence gathered through monitoring and evaluation efforts.
