{"id":177,"date":"2021-04-08T09:00:07","date_gmt":"2021-04-08T09:00:07","guid":{"rendered":"https:\/\/torontoevaluation.ca\/SDG\/?p=177"},"modified":"2021-05-25T22:57:12","modified_gmt":"2021-05-25T22:57:12","slug":"summary-of-presentations-no-one-left-behind","status":"publish","type":"post","link":"https:\/\/torontoevaluation.ca\/SDG\/index.php\/2021\/04\/08\/summary-of-presentations-no-one-left-behind\/","title":{"rendered":"Summary of Presentations | No One Left Behind"},"content":{"rendered":"\n<p><strong><u>Abhijit Das<\/u><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Why is it a big deal to be discussing the goal of \u201cLeaving No One Behind\u201d?<\/li><li>Historically, most goals have achieved only modest achievements and are unable to show that the people who needed them most have actually been helped<\/li><li>Slow progress and modest gains are not enough \u2013 We need to ask:<ul><li>Who gains more?&nbsp; Who gains less?&nbsp; Who doesn\u2019t gain?&nbsp; Are there any losers?<\/li><\/ul><\/li><li><em>Development changes relationships<\/em> \u2013 disrupts power structures<ul><li>We need to pay attention to these social power structures in these extremely hierarchical power structures<\/li><\/ul><\/li><li>Heterogeneities \u2013 will the same range of services work for all?<\/li><\/ul>\n\n\n\n<p>Understanding Lived Realities<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Understanding people and communities \u2013 What is their self-concept or self-determination? What are their aspirations?<\/li><li>State-citizen relationships \u2013 What kinds of legal protections are available? What kinds of accountability mechanisms exist?<\/li><li>Is <em>marginalization<\/em> (economic\/geographic) the same as <em>social exclusion<\/em> (stigma\/discrimination)?<\/li><li>How much diversity of lived health-related experiences have we really understood?<\/li><li>Do we understand community concerns and consequences?<\/li><\/ul>\n\n\n\n<p>Consequences of Poor Services<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Who pays the costs?&nbsp; Who is accountable?<\/li><\/ul>\n\n\n\n<p>The Ethical Conundrum: Who do evaluators serve?<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Donors, international agencies, governments, or those who often get \u201cleft behind\u201d?<\/li><\/ul>\n\n\n\n<p><strong><u>Zenda Ofir<\/u><\/strong><\/p>\n\n\n\n<p><strong>Four Points: Beyond the Rhetoric?<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li><em>Two Sides to the Ethical Imperative of \u201cLeave No One Behind\u201d:<\/em><\/li><li>Sometimes certain groups must be left behind \u2013 at least for a while.&nbsp;<ol><li>It has become a comfortable rhetoric to leave no one behind \u2013 has become meaningless<\/li><\/ol><ol><li>\u201cIt\u2019s not about your project! It\u2019s about my country! (Oumoul Ba Tal, Mauritania, 2007)<\/li><\/ol><ol><li>It may be unethical to expect countries to ensure no one is left behind \u2013 far more complex than we may think<\/li><\/ol><ol><li>Burden of sustaining \u201cno one left behind\u201d efforts inevitably falls on the poorest countries in the Global South \u2013 who can\u2019t afford it<\/li><\/ol><\/li><\/ol>\n\n\n\n<ul class=\"wp-block-list\"><li><em>Development and Evaluation Specialists buy into questionable narratives and assumptions:<\/em><\/li><li>Examples of questionable narratives about development:<ul><li>Development from the start has to be based on \u201cinclusive growth\u201d and NOLB. Development trajectories of countries and their stage of development do not matter.<\/li><\/ul><ul><li>Funding and effort have to be concentrated on extreme poor countries\/areas\/communities\/groups<\/li><\/ul><ul><li>Progress can be measured \u2013 in snapshots \u2013 by the performance of the weakest, without considering the sustainability of the progress<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><em>There is a Particularly Dark Side to Aid-driven \u2018Development\u2019 and Evaluation \u2013 What Counts as \u2018Success\u2019?<\/em><\/li><li>In the aid world, there is little consideration \u2013 in a \u2018country\u2019\/\u2019society\u2019 context \u2013 of:<ul><li>The long-term<\/li><\/ul><ul><li>Development trajectories<\/li><\/ul><ul><li>Poverty traps<\/li><\/ul><ul><li>Skillful policy and practice adaptation to changing conditions<\/li><\/ul><ul><li>What complex systems concepts tell us about how the (social) world works<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><em>In Both Design &amp; Evaluation, We Need to Pay More Attention to <u>Nuance<\/u>, to <u>Patterns in Systems<\/u>, and to the Application of <u>Complex Systems<\/u> Concepts \u2013 especially:<\/em><ul><li>Systematic, directed, sequenced experimentation<\/li><\/ul><ul><li>Co-evolution<\/li><\/ul><ul><li>Cascading ripple effects<\/li><\/ul><ul><li>Trade-offs<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Impressive platform and repository to share and update good practice, learning, and evidence from regional and national experiences<\/li><\/ul><ul><li>Promote a research agenda on policy\/intervention
